Underfunding for Title I

The table below indicates the estimated shortfall in funding for each state for Title I.

Title I is a program which aims to improve the teaching and learning of at-risk students and is part of the No Child Left Behind Act (NCLB). When Congress passed the NCLB and the President signed it into legislation, the Act authorized $20.5 billion in funding for Title I for fiscal year 2005. However, Congress only appropriated funding for FY2005 of $12.8 billion which was subject to a 0.8% rescission. The rescission was applied to all non-military, non-homeland defense spending.
